 Job Description
The Connecticut Department of Emergency Services and Public Protection (DESPP) State Police Bureau of Identification (SPBI) is made up of the Criminal Records Unit and the Fingerprinting Unit. These units are responsible for the collection, maintenance and dissemination of fingerprint supported criminal history throughout the State and in participation with the National Crime Information Center (NCIC). The systems in place that provide the backbone for Connecticut's criminal history repository include a legacy Master Name Index/Computerized Criminal History (MNI/CCH) system and a statewide Automated Fingerprint Identification System (AFIS). DESPP is currently developing a comprehensive strategy to modernize its AFIS, criminal identification and disposition history systems and become compliant with National Fingerprint File (NFF) standards and guidelines

In preparation for the modernization of its AFIS and MNI-CCH systems, DESPP has contracted a data clean up team responsible for identifying and remedying data anomalies in the MNI-CCH system. The remedying of the data anomalies also includes identifying and fixing the source of the issue. The MNI-CCH system is a 30+ year old CICS, batch and DB2 system with the multitude of the COBOL programs being written using the TELON generator.

The Software Engineer (SE) will:
  • Assist the state MNI-CCH COBOL resource, the ABIS/MNI-CCH project manager and the state enterprise DB2 DBA in the completion of the setup of a full production-sized testing environment that will be utilized for both MNI-CCH batch and online testing and for the testing of the MNI-CCH data clean-up processes.
  • Assist the MNI-CCH data clean-up team in developing, testing and implementing identified program changes that will resolve the creation of ongoing data anomalies.
  • Assist the current MNI-CCH COBOL resource with the resolution of MNI-CCH program issues identified by the SPBI business unit.
  • Assist the state MNI-CCH COBOL resource and the SPBI business unit with research, program and data questions.
  • Analyze the existing MNI-CCH CICS online processes and map the database elements that populate the screen and map the screen elements that populate the database. This mapping is needed for multiple purposes:
    • Data Dictionary – identifies the source and destination of all elements
    • Input into the data clean-up process allowing the SPBI business unit and the MNI-CCH data clean-up team to verify that data elements identified as needing to be fixed are actually fixed
    • SQL Server data validation, ongoing clean-up processing and preparation for data conversion to the new MNI-CCH application.
Scope of Work Item #1:

A production-sized DB2 test database has been created and is continually populated with production DB2 data for testing of the MNI-CCH data clean-up processes. The SE must coordinate and complete the following in order to use this environment for both batch and online testing:
  • Creation of the Collection ID's
  • Creation of the Plans and Packages
  • Creation of all of the necessary libraries (Loads, DBRM's, SYSIN members, SYSTSIN members, JCL, Procs, etc.)
  • Migration of all objects (Loads, DBRM's, SYSIN members, SYSTSIN members, JCL, Procs, etc.) to the new libraries.
  • Plan/package bind/execution grants
  • Binds of all executables
  • Testing of all programs

Scope of Work Item #2:

The DESPP MNI-CCH data clean-up team will supply the Software Engineer the written programming requirements, background explanation, business analysis assistance, unit test cases and implementation assistance. The SE will be expected to:
  • Interpret the requirements
  • Discuss any questions with the state MNI-CCH COBOL resource, the MNI-CCH data clean-up business analyst(s) and the SPBI business unit
  • With assistance from the state MNI-CCH COBOL resource, develop the program changes in COBOL/DB2 using either Panvalet or TELON (depending on where the program source is stored)
  • Unit test the program changes using identified test cases and implement the program in production. The MNI-CCH data clean-up team and the SPBI business unit will be responsible for all system testing.



Scope of Work Item #3:

Under direction of the state MNI-CCH COBOL resource and with assistance from the MNI-CCH data clean-up team and the SPBI business unit, the SE will be expected to:
  • Interpret the requirements (either written or verbal)
  • Discuss any questions with the state MNI-CCH COBOL resource, the MNI-CCH data clean-up business analyst(s), and the SPBI business unit
  • With assistance from the state MNI-CCH COBOL resource, develop the program changes in COBOL/DB2 using either Panvalet or TELON (depending on where the program source is stored)
  • Unit test the program changes using identified test cases and implement the program in production. The MNI-CCH data clean-up team and the SPBI business unit will be responsible for all system testing.

Scope of Work Item #4:

Under direction of the state MNI-CCH COBOL resource and with assistance from the MNI-CCH data clean-up team, the SE will be expected to:
  • Respond to any program or data questions from the SPBI business unit
  • Perform any requested research for the SPBI business unit with assistance from the state MNI-CCH COBOL resource and the MNI-CCH data clean-up business analysts, and if the questions or research lead to a programming change:
    • Develop the program requirements,
    • With assistance from the state MNI-CCH COBOL resource, develop the program changes in COBOL/DB2 using either Panvalet or TELON (depending on where the program source is stored)
    • Perform the unit testing and implement in production. The MNI-CCH data clean-up team and the SPBI business unit will be responsible for all system testing

Scope of Work Item #5:

Under direction of the MNI-CCH data clean-up team and with assistance from the state MNI-CCH COBOL resource and the SPBI business unit, perform the following analysis on the existing MNI-CCH online screens:
  • Determine the DB2 table/column or file record that populates the screen element.
  • Determine the DB2 table/column or file record that is populated by the screen element.
  • Determine the code descriptions that match any codes populated to the screen.
    • The current MNI-CCH system does not contain any code tables.
    • All existing codes and their related descriptions must be captured.
  • Document the above using the provided template.
